The DELWP Scientific Reference Panel is being established to provide advice and support to the DELWP Science Leadership Group in the implementation of the DELWP Science Statement and related activities.

The Department of Environment, Land , Water and Planning (DELWP) seeks to establish a non-statutory, departmental advisory Panel, to be known as the ‘DELWP Scientific Reference Panel’ (the Panel).

DELWP Scientific Reference Panel

Functions

The DELWP Scientific Reference Panel is being established to provide advice and support to the DELWP Science Leadership Group in the implementation of the DELWP Science Statement and related activities.

In particular the DELWP Scientific Reference Panel’ responsibilities will include advice and support to DELWP in:

  • an annual review of science undertaken across DELWP
  • developing and implementing transparent and inclusive processes to guide research investment
  • developing and implementing a strategy to increase community participation in science
  • developing and implementing Knowledge Translation Plans
  • regular reviews of progress in achieving the DELWP Science Statement: Implementation Plan
  • advocating for DELWP science and our evidence-based policy making, back into academia and other science networks.

Reporting

The Panel will report to the Department's Chair DELWP Science Leadership Group (SLG), currently the Deputy Secretary Environment and Climate Change (ECC).

Membership

The Panel will consist of members, appointed by the Chair of the DELWP Science Leadership Group. The Panel will have skills-based membership which will provide a cross-section of expertise in areas relevant to the practice and use of science within DELWP. The Panel members will collectively have skills or expertise across the following scientific areas:

  • Biodiversity conservation
  • Forest and land management
  • Water and catchment management
  • Social science
  • Climate change
  • Spatial and data infrastructure.

The Panel will be made up of scientists who are:

  • recognised by their peers as leaders in their field
  • well networked, and able to draw on outside scientific expertise to support the Panel as required
  • able to effectively distil complex scientific information and communicate it effectively to a non-scientific audience.

The Panel composition will seek to achieve diversity among members, including career stage and gender equality.  

Each member of the Panel is required to comply with these Terms of Reference. A Member's ongoing participation as a member of the Panel constitutes implied acceptance of these Terms of Reference.

Period of appointment and review

The DELWP Scientific Reference Panel will be appointed by the DELWP Secretary for an initial period of three years.  A review of the performance and impact of the DELWP Scientific Reference Panel will be conducted by SLG at 18 months and three years after commencement.

Frequency of meetings and Time commitment

The DELWP Scientific Reference Panel is expected to meet up to four times a year, or as determined by the Chair of the Science Leadership Group. The location of meetings will be in the Melbourne CBD at a location to be advised. A time commitment of up to 20 hours per year is expected. Members are expected to attend a minimum of 75% of meetings.

Remuneration and Expenses

Subject to Clause 29 of these Terms of Reference, a Member is entitled to receive remuneration for their service on the DELWP Scientific Reference Panel as set out in their instrument of appointment.

Additionally, prospective applicants are required to complete an Experience Questionnaire and Self-Assessment Matrix, that will be made available upon request (see below).
