The Rippleside-St Helens foreshore pathway will remain open for community use on weekends and during the week when it is safe to do so, while construction proceeds for stage 2 of the $100M Balmoral Quay development.

To balance community access and safety during construction, the pathway gates will be open from 5pm Fridays to 7am Mondays, and during the week when works at the site do not pose a risk to members of the public using the path.

The decision to accommodate community use of the pathway while construction proceeds was made by the Department of Environment, Land, Water and Planning and the developers of Balmoral Quay, following a risk assessment which considered alternative options, including closing the pathway for the remainder of the construction.

DELWP Barwon South West Regional Director, Colleen White said:

"We've been able to reach an agreement with Balmoral Quay Pty Ltd to allow the community to use this fantastic pathway, allow the development of the site to proceed and manage risks to public safety.  

“This is a great outcome for local residents who can continue to make use of the path ahead of the planned completion of the development in 2022.

“Various types of works are underway to develop the site, with very large rigs and cranes required, and safety is the number one priority for the department and the developer.

“There will be times when the pathway needs to be closed so that the construction works can proceed without risk to the public.  

“This will mostly occur during the week, but there may also be the odd occasion when the developer needs to close the pathway on weekends – and when this occurs, the community will be given 7 days advance written notice,” Ms White said.

To enable the site to be managed in this way, new gates will be installed at both the Rippleside Beach and St Helens Beach ends of the new foreshore pathway, and a temporary fence constructed along its length, adjacent to the development site.

When the gates on the pathway are closed, the public can safely divert around the development from St Helens Park along Balmoral Crescent (at the corner of Cliff and Victoria Streets) and re-join the path at Bob McGovan Path adjacent to the foreshore.

A sand renourishment project was delivered at Rippleside in 2017 as part of an agreement between the

developers and the Victorian State Government, while a further renourishment program at St Helens beach is expected to be completed by the time construction finishes in 2022.

The development is contributing around 200 jobs and will supply approximately 100 residential properties along the Geelong waterfront precinct.
