Spatial data may need to be updated for many reasons. There could be a new subdivision with new streets in a developing area. A well-established animal track in a remote area may appear as a road on aerial imagery but is not suitable for vehicles.
NES bypasses most of the paperwork involved in submitting change requests and making changes to the datasets. It replaces it with a system of reporting, verifying, and passing on the new data to users.
