The Digital Cadastre Modernisation Project: Stakeholder Reference Group

The stakeholder reference group will provide strategic advice on the Digital Cadastre Modernisation (DCM) project deliverables across Stages 2, 3 and 4 of the project.

Role of Reference Group

The stakeholder reference group will have a sector advocacy and liaison role, rather than a formal decision-making role.

Responsibilities of each party

We envisage that the Stakeholder Reference Group would contribute to the project by:

  • Bringing ideas and issues of significance to the table for discussion
  • Suggesting improvements for the project delivery
  • Consulting with and informing others in their industry or sector about the project
  • Representing their organisational perspective in the project
  • Respecting confidential information presented in project meetings
  • Identifying opportunities for innovation or early benefit to users
  • Advocating for and supporting the project success

The responsibilities of DELWP to the reference group are to:

  • Appoint the members
  • Organise meetings, agendas and relevant materials for the members
  • Communicate with and involve the Stakeholder Reference Group in a timely fashion and in a meaningful way
  • Listen and transfer feedback to the project team and project steering committee
  • Develop and circulate minutes, agendas and relevant materials


  • Meetings to occur quarterly, usually located in Melbourne and always supported by teleconferencing, or as determined by the members

Term of operation of the reference group

  • The inaugural Reference Group will commence before the end of June 2019 and operate until end of June 2020 


DELWP has appointed representatives from a cross section of industry and government stakeholders that will be impacted by the outcomes of the DCM Project. Members of the Reference Group come from a wide range of sectors including (but not limited to):

  • Government departments and agencies
  • Local Government
  • Utility Providers
  • Surveying profession
  • Spatial profession
  • Universities/researchers/training providers
  • Data aggregators/providers
  • Building, property and construction sector
  • Industry bodies
